Citizen's Charter
Republic Act 11032 (EODB-EGSD Act of 2018) Compliance: DepEd Citizen’s Charter
Section 2: State Policy on Efficient and Transparent Governance
The Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Act of 2018 (RA 11032) mandates that all government agencies, including the Department of Education (DepEd), shall:
✔ Eliminate bureaucratic red tape – Simplify processes for faster transactions.
✔ Uphold integrity & accountability – Ensure ethical conduct among public servants.
✔ Promote transparency – Disclose clear procedures, requirements, and timelines.
✔ Prevent corruption – Implement strict compliance mechanisms.
Goal: Deliver efficient, honest, and citizen-friendly government services.
Section 6: Mandatory Citizen’s Charter
All government offices must implement a Citizen’s Charter, a public service pledge outlining:
✅ Services offered (e.g., permits, certifications, requests).
✅ Step-by-step procedures for availing services.
✅ Processing time per transaction (following the 3-7-20 day rule).
✅ Required documents & fees (if applicable).
✅ Feedback & complaint mechanisms.
How the Citizen’s Charter Must Be Published:
- Displayed prominently on billboards in government offices.
- Posted on official websites for easy online access.
- Available in print (handbooks, flyers) in English, Filipino, or local dialects.
DepEd’s Compliance with RA 11032
1. DepEd Citizen’s Charter (2026, 1st Edition)
-
Covers all frontline services (e.g., Certificate of Compliance processing).
-
Specifies maximum processing times per transaction.
-
Provides clear instructions for students, teachers, and stakeholders.
2. Supporting Manuals from ARTA (Anti-Red Tape Authority)
To further improve efficiency, DepEd follows:
Reengineering Manual – Simplifies and modernizes processes.
Regulatory Impact Assessment (RIA) Manual – Ensures policies are effective and citizen-friendly.
Why This Matters to the Public
Faster Services – No more unnecessary delays.
Accountability – Government offices must follow strict timelines.
Anti-Corruption – Transparent systems reduce opportunities for graft.
By enforcing these measures, DepEd ensures compliance with RA 11032, making government services more accessible, efficient, and trustworthy for all Filipinos.
