Republic Act 11032 (EODB-EGSD Act of 2018) Compliance: DepEd Citizen’s Charter

The Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Act of 2018 (RA 11032) mandates that all government agencies, including the Department of Education (DepEd), shall:

Section 6: Mandatory Citizen’s Charter

All government offices must implement a Citizen’s Charter, a public service pledge outlining:
✅ Services offered (e.g., permits, certifications, requests).
✅ Step-by-step procedures for availing services.
✅ Processing time per transaction (following the 3-7-20 day rule).
✅ Required documents & fees (if applicable).
✅ Feedback & complaint mechanisms.

How the Citizen’s Charter Must Be Published:

  • Displayed prominently on billboards in government offices.
  • Posted on official websites for easy online access.
  • Available in print (handbooks, flyers) in English, Filipino, or local dialects.

  • Covers all frontline services (e.g., Certificate of Compliance processing).

  • Specifies maximum processing times per transaction.

  • Provides clear instructions for students, teachers, and stakeholders.
